Observation:

suggestion BCA field staff must have BCA notices along with them just like Tax notices. if someone is doing illegal construction or any other voilation they simply first should give BCA notice #1 to that plot owner. after 3rd notice of BCA strick action may be taken. these notices will also show bsi,abi and care taker performance at field too that whether they are giving notices or not. atleast BCA at field will be very much formalized. currently they are only conveying verbally which is wrong . it must be documented
